Stop Jackie Clarkson from making Public Demonstrations "UNPERMITABLE"

N.O. City Council Declares War on Everyone's Civil Liberties
At a special session of the New Orleans City Council on Thursday, Jackie Clarkson (District C -- democrat) introduced an ordinance (Cal. 25,014) that would require permits for all meetings, rallies, and public performances in public places and private locations.
The text of the appropriate paragraph of 25,014 is provided below. The requirement of permits for meetings, rallies, and public performances in public places and private locations dramatically expands the power of local authorities to restrict speech in private settings. Furthermore, ordinance 25,014 imposes the permit burden on a host of speech activities until now free of this sort of government regulation.
The logic of Clarkson's ordinance mandates permits for sidewalk pickets, political gatherings in parks, and street theater. The passage of 25,014 would be a major blow to the free speech rights of everybody.
Sec. 110-122. Permits required.
"(a) Every person who shall desire to use the public streets, sidewalks or public places or private places of business establishments for the conduct of any of the businesses or callings hereinafter set forth or to hold meetings or rallies or public entertainment in private or public halls or places shall first apply to and obtain from the Department of Finance a permit. Such permit shall in each instance state the occasion for which it is issued and the date upon which it will expire and shall be in addition to any other tax or license to which permittee may be liable. Except as otherwise provided, annual permits expire on December 31. Such permits, however are not valid within the central business district area bounded by the River on the east, Claiborne Avenue on the west, Esplanade Avenue on the north and Howard Avenue on the south, except as provided in section 110-131."
Clarkson & company's latest attack on free speech can be defeated, but friends of civil liberties must act quickly. City Council is scheduled to vote this Thursday (11/20/03) on 25,014. As soon as possible, voice opposition to the proposed ordinance to members of City Council. The phone numbers and e-mails of the members of City Council are listed below. If at all possible, attend the November 20th meeting of City Council and speak against the proposed ordinance. Encourage family, friends, and associates to voice their opposition to 25,014 to City Council.
